PCBA intake role assignment should follow each controlled object and decision, not a department label alone. For each file set, requirement, exception and output, the intake record should identify a coordinator, evidence owner, technical reviewer, decision authority, exception authority and receiving owner. The same person may fill more than one role, but the authority attached to each action must remain explicit.
A single project contact cannot safely become the default approver for design conflicts, component substitutions, programming inputs, test limits, quality requirements, restricted data and commercial assumptions. Coordination is a real responsibility, yet it does not create technical or contractual authority. If the intake matrix shows who can answer a question but not who can approve the resulting decision, downstream work can start on an unapproved premise.
The purpose of role assignment is to make the next gate reproducible. A reviewer should know who supplies each object, who checks it, who can resolve a conflict, who accepts a bounded result and where that authority is recorded. This article covers the authority map created before specialist routing begins. It does not replace a later question-routing process or define either party’s organisation.
Start PCBA Intake Role Assignment with the Decision Map
List the decisions expected from intake before naming roles. Typical decisions include confirming the active assembly, selecting the file baseline for review, defining quotation workshare, accepting a sourcing assumption, allowing a component-risk review, identifying a firmware release, approving test-development inputs and accepting a supplier’s returned clarification package.
Give every decision one defined output and one receiving gate. “Engineering review” is too broad because fabrication data, assembly data, component alternates, test coverage and quality acceptance require different evidence and authority. A role map built around those objects is easier to test than a list of departments copied from an organisation chart.
Record the project configuration and effectivity for each decision. A person may approve a prototype deviation but not a production change, or one product variant but not another. Authority should include scope, applicable assembly or option, stage, start and expiry when relevant.
If the buyer has not yet assigned an authority, show the decision as held. Do not let the coordinator select a convenient responder and treat that answer as approval. Bounded preliminary work may continue only when the assumption, permitted task, prohibited task and expiry are recorded.
Separate Coordination from PCBA Intake Role Assignment Authority
The intake coordinator owns the record flow. This role preserves the received baseline, maintains the object register, checks that questions have owners, records status and hands approved outputs to the next gate. The coordinator should be able to explain where evidence resides and what remains open.
Technical authorities own conclusions in their domains. The design authority may resolve assembly, schematic, layout or revision conflicts. The component authority may approve or reject alternatives. The firmware authority controls images and compatibility. The test authority controls method, limits and result interpretation. The quality authority controls specified acceptance evidence. Commercial and legal authorities control their own commitments.
Keep evidence ownership separate as well. The person who provides a BOM, drawing or test procedure may not be authorised to approve a change to it. Record both the object owner and decision owner. When they differ, the record should show the escalation path rather than allowing the evidence provider to approve by default.
The PCBA project review before quotation page can help a buyer understand the later review path. It does not assign buyer-side roles or prove that an individual has authority for a submitted project.
Assign PCBA Intake Role Assignment by Object and Action
Build a row for each object class: fabrication package, PCB specification, assembly drawing, placement data, BOM and AVL, schematic when authorised, mechanical model, firmware, programming instructions, test procedure, fixture interface, quality requirement, change notice, commercial request and restricted-data package.
Then assign actions. Common actions are supply, clarify, verify, replace, approve, approve an exception, release for a defined use, receive an output and archive the decision. Avoid a single “responsible” column. It hides whether responsibility means doing the work, answering a question or authorising the result.
Include a basis-of-authority field. This may point to the buyer’s project charter, approved contact matrix, controlled delegation, contract role or another authorised record. Do not copy credentials, signatures or protected personal data into a public-facing tracker. Retain only the reference needed to prove who may decide.
Use one accountable decision authority where practical, while allowing several reviewers to supply evidence. When two people can approve the same decision, define whether either may act, both must agree or authority depends on product, value, stage or effectivity. Ambiguous joint ownership is a common source of stalled intake.
Separated work zones represent coordination and approval as different actions; the role record establishes the actual authority.

Map design, component and manufacturing authorities
The design authority should control product, assembly, schematic, layout, variant and effectivity decisions. State who can resolve a difference between PCB and PCBA revisions, identify the controlling configuration and approve a design-related exception. A supplier reviewer may identify the conflict but should not select the active design without delegated authority.
The component authority should control approved manufacturer part numbers, alternates, value or package changes, lifecycle responses and configuration applicability. Sourcing can collect market evidence and propose options. Approval should still identify the electrical, mechanical, firmware, regulatory or qualification evidence required by the buyer.
Manufacturing-data reviewers can assess submitted fabrication and assembly objects within a defined scope. Their findings may address missing data, file relationships or review questions. The buyer’s designated authority decides how a finding changes the controlled design. The supplier’s commercial owner decides whether and how a bounded assumption appears in a quotation.
The components management page offers general context for sourcing discussions. It does not establish stock, approval status, authenticity, lifecycle condition or substitution authority for any project.
Separate physical interfaces represent design, material and test domains without suggesting that one reviewer controls all three.
Assign firmware, test, quality and acceptance roles
The firmware owner should provide or authorise the image identifier, target device, hardware compatibility, programming method and release state. A programming operator can execute an approved process without becoming the firmware authority. Record who may replace an image and who accepts a programming verification result.
The test owner should define the requested operation, fixture and interface, input conditions, sequence, limits, expected output, result format and failure disposition. Separate authorship of a procedure from approval of product acceptance. A supplier can estimate or develop a method within a defined workshare, but the buyer should identify who accepts the method and limits.
The quality owner should control project-specific inspection, traceability, workmanship and record requirements that the buyer has made applicable. Industry-standard terms help route questions, but they do not assign authority by themselves. The saved requirement should identify source, revision, scope and approving role.
Use the public quality assurance page to frame questions, not to substitute for project evidence. A page cannot prove product conformity, inspection result, regulatory status or acceptance for the submitted assembly.
Control recipients for restricted project information
Assign a release owner and approved recipient for schematics, firmware, credentials, test logs, security requirements and other restricted objects. The role record should identify purpose, data class, transfer route, access duration and return or deletion requirement when provided. Do not grant access simply because a person appears in the general project contact list.
Use need-based scope. A component reviewer may need a bounded schematic area, while a programming role may need access to an approved release system but not to source code. Record what each recipient can access and which decision remains held if access is not granted.
Keep protected values outside ordinary intake correspondence. The role map can name the approved system and authority without copying keys, passwords or sensitive design content. If no authorised recipient is available, mark the associated review held rather than moving the object through an unapproved route.
One complete connection path represents bounded access; real permission must come from the approved project record.
Record Delegation and Expiry in PCBA Intake Role Assignment
Projects continue when an owner is unavailable, so the matrix needs a controlled delegation rule. Record the delegate, original authority, allowed decisions, product or configuration scope, start time, expiry and evidence reference. An out-of-office reply or copied email address is not a delegation record.
Define what happens when authority expires while a review is open. Evidence gathering may continue, but a decision should not be approved under an expired mandate. Reconfirm the owner before a held assumption enters a quotation, build instruction or test record.
When responsibilities transfer, preserve the prior owner and effective date. Link open questions and earlier decisions to the authority that applied at the time. Do not edit the current owner over historical decisions in a way that makes the new person appear to have approved earlier work.
For external parties, confirm the organisation and role rather than relying on an email domain alone. The role record should avoid unsupported conclusions about legal authority. Escalate contractual or legal questions to the authorised functions on both sides.
Resolve overlaps and conflicts before work starts
A role conflict exists when two people claim final authority, nobody accepts the output, an evidence provider is treated as approver, or a supplier is expected to approve a buyer-controlled design decision. Record the conflicting actions and the first dependent gate. Do not solve the conflict by adding both names to a generic “responsible” cell.
Ask the project owner to define precedence or joint approval. State whether either authority may act, both must agree or one decides within a bounded value, stage, variant or risk class. Preserve the answer and effectivity. If agreement is not available, hold the dependent decision.
Watch for over-broad roles. “Engineering” does not show whether authority covers layout, firmware, test, components or all of them. “Customer” does not identify the person allowed to release restricted information or accept a quotation assumption. Replace broad labels with action-specific entries.

Read Back the Assigned Authority Map at the Gate
Before the gate closes, a second authorised reviewer should select an object and trace its evidence owner, reviewer, decision authority, exception authority, recipient and archive path. Repeat the check for a design conflict, component alternate, firmware release, test limit, quality requirement, commercial assumption and restricted object.
Confirm that every role can access the required active evidence through an approved system. Check delegations and expiry. Verify that outputs have named recipients and acceptance conditions. A question marked answered is not closed if the responder lacked authority or the receiving owner did not accept the result.
Record the role-map revision and restart triggers. A personnel change, new product variant, changed workshare, added restricted object, revised decision scope or expired delegation should reopen the affected rows. Preserve the earlier map for decisions made under it.
After readback, the bounded project can move to a named PCB assembly service discussion. This does not imply project acceptance, production release, capacity, timing or commercial agreement.
The separate receiving endpoint represents independent sign-off; the saved authority and evidence determine whether the gate closes.
Challenge Cross-Company PCBA Intake Role Assignment
Test the matrix with concrete scenarios instead of asking only whether every cell has a name. Ask who can decide when the BOM and placement set disagree, who can permit a quoted assumption while that conflict remains open, who receives a proposed component alternate, who releases a firmware image and who accepts a revised test limit. If the team cannot answer from the record, the corresponding row is not ready.
Also trace decisions across the buyer-supplier boundary. The buyer may retain design and product-acceptance authority while asking the supplier to review manufacturing data, collect sourcing evidence or develop a test proposal. The supplier can own its review output without taking ownership of the buyer’s underlying design. Record both sides of the handoff so that a returned recommendation is not mistaken for approval.
Check that the authority map matches the requested timeline without inventing a commitment. A due date does not extend a person’s authority or turn silence into approval. If an owner cannot respond before the gate, record the delay, allowed evidence work and held decisions. This gives sourcing and engineering a usable status while protecting the project baseline from an unauthorised shortcut.
Hand off a bounded role package
The handoff should contain the project and configuration identity, requested decisions, object-action matrix, authority basis, delegates and expiry, restricted-recipient list, open conflicts, accepted outputs and restart conditions. It should distinguish coordination, evidence, review and approval.
For an initial intake discussion, provide the party list, controlled objects, decisions requested, current candidate owners, due gates, exception authorities, restricted-data classes and output recipients. Leave unsupported roles open rather than guessing from job titles.
Record unresolved rows as holds so the next reviewer can find them directly.

FAQ
Can one person hold several PCBA intake roles?
Yes. A small team may combine coordination, evidence or review roles. Record each action separately and show the authority basis, scope and effectivity. Combining roles should not make technical, commercial or exception authority broader than the project has approved.
Is a RACI chart enough for PCBA intake role assignment?
It can be a starting structure, but generic responsible and accountable labels may hide object ownership, exception authority, recipient access and decision scope. Add the controlled object, action, configuration, authority basis, output and expiry needed for reproducible intake.
Who should approve a PCBA component alternate?
The buyer should name the authority that can evaluate and approve the alternate for the affected configuration. Sourcing and the supplier may provide evidence or propose candidates, but approval should follow the buyer’s required electrical, mechanical, firmware, regulatory and qualification review.
What happens when a PCBA decision owner is unavailable?
Use a controlled delegate whose scope and expiry are recorded. Evidence collection may continue without approval, but the dependent decision should remain held if no valid authority is available. Preserve the delegation reference with the decision record. The delegate should acknowledge the assignment before dependent work proceeds; a name in a tracker alone does not confirm acceptance.
