BOM revision effectivity records should prove which source set changed, what changed, who reviewed each affected discipline, and which material or build first uses the new state. The IPC-2581C scope provides manufacturing-data context without replacing project approval evidence.
PCBA BOM revision effectivity records should prove which source set changed, what changed inside it, who reviewed each affected discipline, when the change becomes effective, and what final state the project read back.
No single revised spreadsheet proves that chain. The BOM may identify rows but not sourcing evidence, manufacturing impact, test results, customer authority, material disposition or the build boundary that implements the decision.
Evidence should be indexed by purpose and limitation. A datasheet can support part characteristics but not customer approval; an email can record a response but may not be the controlled change source.
For audit use, give every evidence object a stable index entry with source, revision, owner, supported field, affected assembly and limitation. The index lets a later reviewer reopen the original record and distinguish direct evidence from interpretation. If an item cannot be retrieved, preserve that absence as an explicit gap rather than a presumed pass.
Evidence should remain usable after staff and systems change. Store stable identifiers, not only personal mailbox paths, and record who can retrieve restricted objects. A later audit must be able to distinguish an unavailable record from a record that never existed, because those conditions require different corrective actions and different confidence statements.
This guide focuses on effectivity and source lineage; approval and general sourcing decisions remain in their respective records.
Index the Controlling BOM Sources and Lineage
Start with an index of the actual sources reviewed for the revision. Identify the current and former BOMs, relevant drawings, placement data, programs, test inputs, and change records. Record their origins, revisions, custodians, access locations, and the decisions they support. A folder containing many files is not enough if a reviewer cannot distinguish controlling objects from reference copies.
Link the index to engineering change control so the proposed state and its history can be reconstructed. Preserve access restrictions without hiding the existence of a necessary source. Where a controlling object cannot be retrieved, record the affected decision and owner of the gap. The index establishes which evidence belongs to the review; it does not, by itself, establish that any proposed change has been approved.
An evidence index is useful only if its entries can be retrieved. Open the referenced BOM, originating change request and approval record using the access available to an authorized reviewer. Check that each source identifies the same proposed revision and that superseded material is marked accordingly. Where the index points to a restricted system, document the controlled retrieval route. The index should locate evidence and explain its role; it should not replace the evidence with an unsupported summary saying that review is complete.
Prove the row-level delta
BOM revision effectivity starts with a row-level delta that distinguishes the prior source, new source, changed attributes, and reason for change.
Retain a row-level comparison between the former and proposed BOM. Show added, removed, and changed fields with their source references and affected configurations. Include ordering-code options, quantities, designators, and approved-part relationships where they matter to the change. Explain ambiguous matches rather than accepting a spreadsheet comparison as the complete engineering interpretation.
Use the BOM sharing checklist to control how the supporting sources are shared with the reviewers who need them. Keep the issued comparison identifiable by revision and date. If a later correction changes the reported delta, preserve that correction and revisit the affected reviews. Evidence of a changed row proves what differs between identified sources; separate authority and applicability records are still needed before that difference can be used in purchasing or production.
For a changed row, preserve both source versions and the exact attribute that differs. Distinguish a part-number change from a quantity, population or manufacturer change so reviewers can assess the correct consequence. If a redline was prepared manually, verify it against the controlling pair rather than assuming every highlight is accurate. Keep the originating change authority linked to the row. Another reviewer can then check both the change and the reason it entered the approval package.

Link Discipline Approvals to BOM Revision Effectivity
Capture the actual dispositions of the responsible disciplines. A technical reviewer may accept suitability for a defined application, while sourcing confirms the purchasing basis and quality reviews required evidence. Record the decision, signer, date, scope, conditions, and source references for each role. Do not combine separate responsibilities into an unexplained “approved” field.
Keep open issues from the BOM risk report visible beside those dispositions. A completed review in one discipline does not close another discipline’s question. If a delegate signs, retain the scope of the delegation through the project’s normal authority record. The package should show precisely which decisions are complete and which still prevent a purchase, material release, or build instruction from using the proposed revision.

Record manufacturing and inspection impact
For each affected manufacturing or inspection activity, retain the owner’s impact review and its identified inputs. The evidence may explain why an existing instruction remains applicable, specify a revision, or require a defined evaluation. Record the operation, configuration, relevant change, and conclusion so a later reviewer can follow the reasoning without assuming that every BOM change requires the same checks.
Bring the resulting records into the production release gate . When an evaluation is required, retain the method, applicable conditions, observed output, reviewer, and disposition. Keep a planned check distinguishable from a completed one. A general equipment description or unrelated inspection image cannot substitute for the current evidence, and a result from one reviewed configuration should not be extended to other variants without an applicable justification.
Ask the process reviewer to identify the object and method behind each conclusion. An inspection image needs its unit or sample identity and the characteristic it supports; a setup record needs the applicable equipment or program version. A documented no-impact decision should name the reviewed operation and explain why existing controls remain suitable. Evidence about one operation should not silently approve another. The package is stronger when its limitations are explicit enough for a later reviewer to determine whether additional verification is needed.

Link Programming and Test Evidence to BOM Revision Effectivity
Link programming and test records only where the revision affects their inputs or interpretation. Identify the program, firmware, fixture, procedure, limits, and configuration actually reviewed. State why each selected record is relevant, and retain a justified no-impact conclusion where a suspected dependency does not apply. This makes the evidence package narrower and more useful than a collection of unrelated results.
For a completed check, retain the method and the result object together with its reviewer and disposition. Distinguish an observed output from permission to release the revised build. If an input or acceptance question remains undefined, record it as an open item with an owner. A recent test date cannot compensate for a missing relationship between the tested configuration and the proposed BOM revision.
A usable test record connects result, tested unit, method and input versions. Keep programming identity, fixture or configuration references and the acceptance criteria needed to interpret the outcome. If the result is a summary, retain a route to the underlying controlled evidence. A pass on one sample or characteristic does not establish coverage of unspecified units or functions. Record the reviewer’s applicability decision so the approval package explains which parts of the BOM change the evidence actually supports.
Set Material and Build Effectivity
Show how the approval maps to physical material and work. The evidence should identify the applicable order, lot, work order, build, or serial boundary and the authorised treatment of remaining stock and work in process. Record which units stay on the former revision and which may use the new one. Keep uncertain populations explicitly unresolved until the required reconciliation is complete.
Compare that boundary with the records used by purchasing, materials, and production. Retain the handoff or readback that confirms their instructions agree with the approved state. A decision date alone does not prove correct implementation. The evidence package must connect the approval to the receiving records without inventing a precise quantity or serial interval that the available project records cannot support.

Preserve exceptions corrections and lineage
Preserve BOM revision effectivity corrections as a linked sequence of original evidence, discovered gap, corrective submission, approval, and revised cut-in.
Keep exceptions attached to their exact configuration, permitted operation, scope, conditions, and expiry. If a correction changes effectivity or release conditions, identify that change and the users who need the revised instruction. Record the authority for any new permission rather than extending the old wording by assumption. This lets a later reviewer distinguish a correction to evidence from a separate decision to authorise additional work.
Preserve the sequence when an approval package is corrected. The original evidence, discovered gap, corrective submission and final disposition should remain linked, with superseded entries clearly identified. A later correction must not make an earlier incomplete state disappear from the history. If the correction changes the effectivity or conditions of release, show that change explicitly and identify the users who need the revised instruction. This makes the archive useful for reconstructing what was authorized at each stage.
Close BOM Revision Effectivity with Independent Readback
Ask an authorised reviewer outside the package’s preparation to reconstruct one approval path. They should retrieve the source revision, identify the relevant delta, find the discipline decisions, establish effectivity, and locate the current receiving instruction. Include an exception or unresolved item in the sample so the review tests limitations as well as a straightforward approved line.
Record the sample scope, reviewer, date, finding, and required corrections. A missing attachment, inaccessible source, ambiguous signer, or inconsistent receiving record should remain an actionable gap. After correction, repeat the affected retrieval and retain its outcome. The conclusion should state what the sampled evidence supports; it should not claim that every configuration, future build, or approval outside the checked scope has been verified.
Choose an approved row and ask another authorized reviewer to reconstruct its decision from the evidence index. The reviewer should find the source pair, change authority, relevant discipline decisions and implementation boundary without help from the package author. Record missing access, ambiguous filenames or unexplained conclusions as specific defects. Close them through the responsible owner, then repeat the affected retrieval step. Completion means the approval can be reproduced from controlled records, not that the archive contains a large number of attachments.

Audit BOM Revision Effectivity from Source to Release
Select one approved BOM row from the index and retrieve every object cited for that decision. The custodian opens the active and former BOMs, the change authority, the specialist review and the effectivity record from their recorded systems. For each object, compare the opened revision with the index entry and the field it claims to support. A plausible filename is insufficient when the contents, owner or approval state do not match.
Include the access route and retention owner in the sample. This allows a later authorised reviewer to repeat the check after personnel, mailbox ownership or system permissions have changed.
Log every failed pointer, access restriction and priority conflict as its own finding. Keep the former reference for lineage, but correct the active index only after an owner confirms the source. The sample passes when an independent reviewer can reproduce the old value, new value, approval path and permitted build boundary. It fails when a screenshot or remembered instruction is required to bridge a missing record.
FAQ
Is an approved ECN enough to prove a BOM revision?
It may authorise the change, but the project still needs the active source set, row delta, discipline reviews, effectivity and final readback needed for the affected quote or build.
Can a supplier datasheet prove an alternate is approved?
No. It can support technical comparison. Approval also depends on project authority, application evidence, source requirements, effectivity and any customer-owned decision.
What evidence supports a no-impact conclusion?
Name the changed object, reviewed dependency, reviewer, method or source, result and scope. A blank impact field does not prove that nothing changed.
How should missing revision evidence be reported?
State the missing object, affected row or decision, current owner, protected scope and next evidence request. Use clarification or hold rather than declaring the package complete.
Bring the active records to the PCBA BOM revision evidence review
Assemble the source index, revisions, custodians, supported fields, review records, approvals and effectivity. The plain contact page can be used to request an evidence-chain review without exposing restricted customer documents publicly.
A passed package lets another authorised person retrieve and interpret the decision basis. Unavailable evidence, unresolved priority and access limits stay recorded as limitations rather than silent approval.
Use the evidence checklist to link each revision decision to its source, reviewer, limitation, and effectivity. An authorised reviewer should be able to reconstruct the approval package from current project records without relying on memory.
