BOM mistakes delay PCBA manufacturing when they force someone to stop quotation, purchasing, kitting, programming, or assembly and ask which customer record is correct. The delay is rarely caused by the spreadsheet format itself. It comes from an unresolved decision: the part cannot be identified, quantity conflicts with placement data, a variant is unclear, or a substitution lacks approval.
The seven mistakes below are written as release failures. For each one, the useful response is not “clean up the BOM.” It is to identify the blocked gate, assign an owner, and record the evidence required to continue.
1. The BOM Does Not Contain a Complete Orderable MPN
A description such as “10 kΩ resistor, 1%” defines a function, not a purchasable component. It leaves package, power, voltage, temperature coefficient, qualification, termination, and packaging open. A shortened manufacturer part number can create the same problem when the missing suffix controls tape-and-reel format, temperature grade, lead finish, memory configuration, or speed grade.
The sourcing gate stops when a BOM line cannot be tied to one exact orderable component.
Blocked gate: supplier search and quotation.
Evidence to close: complete manufacturer name and orderable MPN, plus the customer part-number cross-reference if one is used.

2. Quantity Does Not Match the Fitted Reference Designators
Quantity per assembly should normally equal the number of fitted reference designators on that row. If the BOM says 14 pieces but lists 13 locations, the buyer and EMS provider cannot know whether a location is missing, the quantity is wrong, or one part belongs to a different variant.
Common causes include copied rows, deleted placements, merged component groups, variant edits, and DNP designators counted as fitted. Bulk material and mechanical items can be valid exceptions, but the BOM should label them rather than forcing them into the electronic placement rule.
Blocked gate: quotation accuracy, material calculation, and kitting.
Evidence to close: reconciled BOM quantity, reference-designator list, pick-and-place file, and assembly drawing for the same revision.

3. DNP and Product Variants Are Left to Interpretation
A blank quantity, blank reference-designator cell, highlight color, or comment such as “optional” does not control a build variant. The contract manufacturer needs an explicit fitted state for the product being ordered.
A variant can be released only when the BOM, placement data, drawing, and programming record describe the same product.
The risk increases when one PCB supports several finished products. A component may be fitted for one model, omitted for another, and replaced by a different value for a third. If the variant matrix is not controlled, purchasing may buy the wrong mix before assembly discovers the conflict.
Blocked gate: material release and line setup.
Evidence to close: controlled variant identifier, explicit fitted/DNP state, matching assembly drawing, and any variant-specific programming or test file.
4. “Alternative Allowed” Appears Without a Named Approval
An unrestricted alternative flag transfers a design decision to procurement. Two parts may share a package and nominal rating but differ in pin functions, tolerances, timing, thermal behavior, ESR, qualification, firmware support, or the evidence required by the customer.
A useful BOM either names approved alternative MPNs or states that substitutions require approval. It can also limit an alternate to specific reference designators, build quantities, markets, or product revisions.
Blocked gate: shortage response and purchase authorization.
Evidence to close: proposed MPN, comparison record, applicable tests, engineering/quality disposition, customer approval where required, and approved revision effectivity.

5. Sourcing Ownership Is Missing or Mixed
A BOM line should show whether the EMS provider supplies it, the customer consigns it, or a nominated supplier must be used. Without that distinction, both parties may order the same material—or each may assume the other owns it.
Sourcing ownership controls who purchases, inspects, replaces shortages, and reconciles unused material.
Ownership also affects incoming inspection, traceability, shortage responsibility, excess inventory, and return handling. A customer-supplied part may arrive without enough quantity, with an unexpected lot restriction, or after the PCB is ready. The schedule cannot be protected unless those dependencies are visible.
Blocked gate: purchasing plan and material readiness.
Evidence to close: sourcing route for every controlled line, delivery owner and date for consigned parts, nominated-supplier rule, shortage owner, and excess-material disposition.
6. The BOM Revision Does Not Match the Manufacturing Package
A clean BOM can still delay a project if it belongs to a different release. Filenames such as “final,” “new,” or “latest” do not establish configuration control. The BOM, Gerber or ODB++ data, pick-and-place coordinates, assembly drawing, programming files, and test documents need a common product revision or a documented effectivity relationship.
Blocked gate: quotation release, purchasing, or production release—depending on when the mismatch is found.
Evidence to close: released revision package, change record, effective build quantity or serial range, file owner, and approval date.
The IPC-2581 bill-of-material data model separates product revision, part identity, quantity, reference designators, and substitute information. Even when the project uses spreadsheets and Gerber files, those relationships still need to be explicit.
7. Lifecycle, Compliance, and Traceability Requirements Arrive Too Late
A BOM may identify the right part but omit the requirements that control where it can be purchased and what evidence must follow it. Examples include EOL or NRND restrictions, automotive or medical grade, RoHS/REACH documentation, CoC, date-code limits, lot traceability, moisture-sensitive handling, or a customer-approved channel.
A late evidence requirement can invalidate material that already meets the electrical specification.
If the requirement appears after quotation or purchasing, the material may need to be re-sourced, re-inspected, quarantined, or approved by deviation. That is a commercial delay as well as a quality issue.
Blocked gate: supplier selection, incoming release, or customer shipment.
Evidence to close: applicable requirement, acceptance criteria, supplier/channel restriction, certificate type, traceability depth, and approval owner.
The IPC document revision table lists current documents for product-change notifications, moisture-sensitive component handling, and manufacturing/supply-chain traceability. The OEM should identify which requirements apply to the product before the EMS provider prices or purchases the affected material.
How Should a BOM Exception Be Closed?
Do not repair a customer BOM silently. Create an exception record that preserves the original input and shows how the decision was made.

Release the Decision, Not Just the Spreadsheet
A BOM stops delaying the project when each material line has a purchasable identity, reconciled quantity, explicit variant state, controlled alternative rule, sourcing owner, matching revision, and applicable evidence requirement. Closing those decisions before purchase is faster than discovering them during kitting or at the SMT line.
