PCBA lead time planning starts with one rule: promise the date from the last unresolved dependency, not from a list of average process times. The schedule should name the project start gate, material-ready date, PCB release, production slot, test scope, approval turnaround, ship term, and remaining assumptions. Without those details, a short quotation can still hide an unconfirmed IC, an unfinished test fixture, a pending customer decision, or a shipping responsibility outside the quoted date.
The useful output is a dated project schedule with owners and release evidence. “PCB plus SMT plus shipping” is not a schedule.
What does a PCBA lead-time promise include?
Project managers should ask for separate milestones. Each one answers a different question:
Input accepted: the manufacturer has the current BOM, PCB data, assembly information, test scope, quantity, and commercial requirements.
Material ready: every required component and bare PCB is available, released, and usable for the build.
Production ready: work instructions, programming data, tooling, test resources, and the production slot are confirmed.
Build complete: assembly and the agreed inspection and test steps are finished.
Ship ready: release records, packaging, labels, documents, and dispatch approval are complete.
Delivered: the carrier has completed the agreed transport to the named destination.
A supplier may quote a factory ship date while the buyer is planning around an arrival date. Put both dates on the schedule and state which one is contractual. The gap includes carrier booking, export handling, transport, import clearance, and local delivery where applicable.
Start the clock only after the release package is usable
The schedule starts from a usable release package, not from the first email attachment.
The start gate should be written into the quotation. For a standard turnkey build, it may require a released BOM, Gerber or ODB++ data, pick-and-place data, an assembly drawing, quantity, target date, approved-alternative rules, programming files, and a test specification. Customer-supplied material, special traceability, coating, box build, labeling, or compliance requirements add their own inputs.
File presence is not the same as file readiness. A BOM without exact MPNs, a pick-and-place file from another revision, or a test instruction without limits creates an open decision. The Global Electronics Association’s IPC-2581 overview describes a manufacturing data format intended to carry information sufficient for tooling, manufacturing, assembly, and inspection. A project does not need to use IPC-2581 to be schedulable, but it does need the same outcome: one unambiguous data package that production can act on.
Record customer-response time separately. If the manufacturer must wait for clarification, deviation approval, or a new file, show the stop date and the revised start condition instead of silently consuming the production window.
Build the schedule from gates and evidence
A workable schedule does not need false precision. It needs a start condition, an owner, a completion record, and a visible blocker for each stage.

Find the critical path before promising a date
The committed date follows the longest unresolved dependency and its approval gates.
The critical path is the chain that sets the earliest possible ship date. It is not always component procurement. A test fixture, customer sample approval, special PCB material, programmed device, coating cure, or final enclosure can control the schedule even when most materials are ready.
Run three checks before accepting a promised date:
Which item or decision has the latest confirmed completion? Use confirmed supply and resource dates, not a distributor screen or an assumed production slot.
Which activities can run in parallel without revision risk? PCB fabrication and component purchasing can overlap after the relevant data is released. A pending layout change can invalidate both.
Which approval can stop the next stage? Name the customer, engineering, quality, procurement, or project owner and give the approval a due date.
Add contingency only to a named risk. A blanket buffer hides the cause of delay. A test-development allowance, alternative-part validation window, or customs-document review is easier to manage because the owner and release evidence are visible.
Plan PCB fabrication and components as parallel tracks
PCB fabrication and component procurement can overlap only after the relevant revisions are stable.
For components, distinguish displayed inventory from usable supply. Confirm the exact MPN, manufacturer, quantity, packaging, source, allocation, date or lot restrictions, traceability, and delivery evidence. The practical schedule should therefore show the source evidence and confirmation date for the part that controls material readiness.

For bare PCBs, confirm the released stack-up, material family, thickness, copper weight, controlled impedance, via structure, surface finish, panel or outline data, and fabrication notes. Availability of special laminates or finishes and the time needed to close DFM questions can change the start date. Reserve assembly and test resources before material arrival
Material readiness does not reserve SMT, programming, test, approval, and shipping resources by itself.
A material-ready date is not an assembly date. The project still needs a confirmed production slot, stencil and tooling readiness, feeder or setup data, work instructions, programming files, and an inspection and test route. High-mix work may also need selective soldering, hand assembly, cleaning, coating, mechanical assembly, or box build after SMT.
Use the PCB assembly route to identify the actual process sequence. For each step, name the release record: first-article approval, SPI result, AOI result, X-ray review, ICT, functional test, programming verification, coating inspection, or final acceptance as applicable. Do not list every possible test as though it applies to every product.
Test preparation can start before boards arrive. Fixtures, test software, golden samples, cables, limits, output records, and failure-disposition rules should be scheduled as their own work package. The agreed quality controls determine which records must be complete before the batch can move to packing.
If a unit fails, the original schedule does not automatically include unlimited diagnosis and rework. State whether the quotation includes a defined rework allowance, whether engineering analysis is separately approved, and who decides if the remaining batch can ship.
Separate ship date, transit time, and delivery responsibility
Before production completes, confirm the named destination, carrier mode, package limits, insurance requirement, commercial invoice data, export or import documents, and the person who approves dispatch. For assemblies supplied with batteries, magnets, liquids, or other controlled contents, confirm transport requirements before packing.
The ICC overview of Incoterms® 2020 explains that the rules allocate costs, risk, and buyer or seller obligations. The selected term helps define who arranges carriage and clearance, but it does not replace a carrier transit estimate. Put the Incoterms rule, named place, planned pickup, estimated transit, and delivery owner on the same schedule.
A missed carrier cutoff, document correction, customs inspection, or buyer-side clearance can move the arrival date after the PCBA is complete. Report that event against the shipping milestone instead of labeling it a manufacturing delay.

Can component purchasing and PCB fabrication run at the same time?
Yes, when the relevant revisions are stable and the buyer has accepted the risk of parallel release. If a pending change can alter the PCB or BOM, the apparent time saving may create scrap or repurchasing.
Does material ready mean SMT can start immediately?
No. SMT also requires a confirmed slot, released files, tooling, setup data, work instructions, and the agreed first-article and inspection route.
Should shipping time be included in the PCBA quotation?
